     TERMS OF REFERENCE  
     Hiring Office: Communications Unit 
     Purpose of Assignment:

The United Nations Population Fund (UNFPA) East and Southern Africa Regional Office (ESARO) works to ensure universal access to sexual and reproductive health, uphold reproductive rights, and reduce maternal mortality in 23 countries. High-quality video content is essential for engaging audiences, amplifying key messages, and advocating for gender equality, youth empowerment, and reproductive health.

To support its communication and advocacy goals, UNFPA ESARO seeks qualified video producers to provide professional services on a consultancy basis. This is to ensure a pool of pre-vetted video production experts who can produce high-quality, impactful video content for UNFPA ESARO and its country offices on an on-demand basis.

      Scope of work:

 

Consultants on the roster will be called upon to deliver video production services, which may include but are not limited to:

Pre-Production

  • Collaborate with UNFPA ESARO to conceptualize video ideas and themes.
  • Develop scripts, storyboards, and production plans based on provided briefs.
  • Plan logistics for video shoots, including scheduling, equipment, and location scouting.

Production

  • Record high-quality video footage, including interviews, events, field visits, and other activities.
  • Provide on-location direction to ensure desired visual and narrative outcomes.
  • Capture high-quality audio and supplemental visuals, such as b-roll.

Post-Production

  • Edit footage to create polished, compelling videos.
  • Add graphics, subtitles, animations, and background music where required.
  • Incorporate UNFPA branding and guidelines into the final product.
  • Ensure videos are optimized for specific platforms (e.g., social media, websites).

Deliverables

  • Videos in varying formats, lengths, and styles, including:
    • Short clips (30–60 seconds) for social media.
    • Mid-length videos (2–5 minutes) for presentations and reports.
    • Longer documentaries (10–15 minutes) for advocacy or events.
  • Subtitles
  • Raw footage and project files when requested.
  • Final deliverables in high-resolution digital formats.

Kindly adhere to the Video deliverable guidelines and UNFPA Post-Production Handbook. In consultation with the Regional Communications Advisor, use the Video Toolkit and Premiere Template as guidance.

     Duration and working schedule: The assignment needs to be completed between 10 February to 31 December 2025.
     Place services are to be delivered: The completed work is to be submitted electronically to the hiring manager at UNFPA ESARO office.
     Delivery dates and how work will be      delivered: The selected consultant will be expected to deliver all work electronically or by an external hard-drive. 
     Monitoring and progress control,          including reporting requirements,          periodicity format and deadline: The selected consultant will be required to provide regular updates via email to monitor adherence to tight production schedules.
     Supervisory arrangements:  The selected consultant will work under the supervision of the hiring manager, the Regional Communications Advisor and/or Media Specialist. 
      Expected travel: The consultant will be expected to travel to different locations within the East and Southern Africa Region. 
     Required expertise, qualifications          and competencies, including                  language requirements:

The selected consultant must meet the following minimum criteria: 

Experience

Essential:

  • A videography license or certificate showing formal training; and/or reference/s from previous work.
  • At least 3 years of relevant experience in the videography field with a licence or certificate or a Bachelor degree with 4 years of relevant experience.
  • Portfolio of previous projects (please include a link, not attachment, in your CV)
  • Demonstrated ability to produce high-quality videos for advocacy or social impact campaigns.
  • Familiarity with culturally sensitive storytelling and working in diverse environments.

Desirable:

  • Experience in video production through a human rights and feminist lens. 
  • Experience working with UN agencies, NGOs, or international organizations.
  • Ability to work in French or Portuguese (spoken and written) is an asset.
  • Knowledge of issues related to gender, youth, and reproductive health.

Skills:

Essential:

  • Expertise in video production software (e.g., Adobe Premiere Pro, Final Cut Pro).
  • Knowledge of audio recording, lighting, and production equipment.
  • Demonstrated ability to work in diverse and challenging environments.
  • Excellent communication skills in English.
  • Access to professional equipment.

Desirable:

  • Experience working with UN agencies, NGOs, or international organizations.
  • Ability to work in French or Portuguese (spoken and written) is an asset.
  • Knowledge of gender, youth, and development-related themes.

Languages required

Essential: Expert knowledge of English.

     Inputs/services to be provided by          UNFPA, if applicable: UNFPA will provide key local contacts and liaise with field offices if needed.
